Runcorn and Helsby By-Election 2025: Election Petition Challenges Fraud and Mainstream Party Status Quo
*LATETEST UPDATE*
Sarah Pochin and the returning officer have been awarded an appeal on the 16th of October 2025
Show your support by coming to respectfully watch proceedings on 16th October starting at 10am so get there early to get a seat.
If you’d like to meet up before hand please join us in the cafe across the street from the Royal Courts of Justice 9am
The hearing date has been set for 3-5th November 2025 in Runcorn and Helsby and TWO high court Judges will come to Runcorn and Helsby. We do not operate an alternative vote system here in England and the returning officer and his team have no lawful right to operate that system adhoc. The UK by 67% turned down in an UK wide referendum the alternative vote system. IT IS IMPORTANT as Labour and the Greens have been unofficially operating it.
The labour party and Greens have highjacked our electoral system – that is both criminal and tortious conduct. and the primary reason why the Labour party is in control. CHEATING.
We we need to raise the funds for the case they are trying to bankrupt me!

Graham Moore’s 2025 election petition challenges the Runcorn and Helsby by-election results, alleging fraud by mainstream parties, Royal Mail interference, and police harassment. Read the full petition demanding a transparent recount.
Graham Harry Moore, leader of the English Constitution Party (ECP), has filed a groundbreaking election petition challenging the Runcorn and Helsby by-election result announced on 2 May 2025. Costing working-class supporters £8,000 (£5,000 court deposit, £3,000 election expenses), this petition alleges deliberate electoral fraud by mainstream parties (Labour and Conservative) to protect their status quo, alongside Royal Mail’s failure to deliver ECP leaflets and Cheshire Constabulary’s harassment of the ECP campaign. Triggered by the resignation of Labour MP Mike Amesbury after assaulting a constituent, the by-election’s integrity is under scrutiny. Moore, who observed irregularities at the count, demands an independent recount of every ballot to reveal the true will of the electorate, ensuring transparency for all parties and candidates, including Reform UK, despite his disagreement with their politics. Read the full petition below and support the fight for fair elections in Soviet Britain.
This petition represents the struggle of working-class people who funded £8,000 (£5,000 court deposit and £3,000 election expenses) to challenge a corporate-backed by-election. Mainstream parties like Labour and Conservative, spending up to £185,000 per by-election, are supported by corporate lobbyists, sidelining smaller parties and independents. Graham Moore, leader of the ECP, states:
“This petition cost working-class people £8,000, yet still people will not listen. The Labour Party betrayed you, and the Conservative and Unionist Party do not have your best interests at heart. I do not agree with Reform UK, but I do think smaller parties and independents need legal backing. Mainstream parties spend £185,000 on a by-election. It’s a corporate by-election backed by corporate lobbyists.”
In court this week, if the courts allow it, Moore will fight what he calls a system under “communist control,” warning that “we live in Soviet Britain.” His petition demands justice for voters and a level playing field for all candidates.
Allegations of Electoral Fraud by Mainstream Parties
The petition alleges predetermined and deliberate fraud in the Runcorn and Helsby by-election, where Moore received exactly 50 votes—identical to his 2016 Tooting by-election result. Both constituencies were under councils controlled by mainstream parties (Labour in Halton, 2025; Conservative in Wandsworth, 2016), suggesting a coordinated effort to protect the Labour-Conservative status quo. The petition claims:
- The 50-vote counts align suspiciously with standard bundle sizes (25s or 50s), indicating potential misallocation.
- The probability of identical 50-vote totals in two elections, nine years apart, is “impossible” without fraud, as Moore could not have stood in 40,000 elections to make such a coincidence plausible.
- Mainstream parties manipulated the count to suppress smaller parties like the ECP, undermining voter choice.
Moore asserts that a recount of every individual ballot, not just bundles, is essential to expose this fraud and reveal the true electorate’s will.
Graham Moore was present at the DCBL Halton Stadium count with other ECP count agents and will give evidence in chief in court. His testimony will detail observed irregularities, including:
- Bundle miscounts in standard 25s or 50s, potentially leading to the erroneous 50-vote result.
- Doubtful ballots mishandled during the Labour-requested recount, which shifted the margin from four to six votes.
- Potential vote inflation for mainstream parties (Labour and Conservative) to protect their dominance.
Supported by statements from other count agents, Moore’s evidence aims to prove that the count was deliberately skewed, necessitating a transparent recount.
Royal Mail’s Failure to Deliver ECP Leaflets
The petition alleges that Royal Mail failed to deliver pre-approved ECP “election communication” leaflets, critical for informing voters, while delivering leaflets for other candidates. Key points:
- Royal Mail assured delivery by 23 April 2025, but emails and statements of truth from constituents confirm non-delivery in multiple areas.
- This interference suppressed ECP’s vote by limiting voter awareness, unfairly advantaging mainstream candidates.
- The failure disproportionately harmed working-class candidates like Moore, who rely on limited resources compared to corporate-backed parties spending £185,000.
Cheshire Police Harassment and Inaction
A specific Cheshire Police officer harassed the ECP campaign, imposing demands not applied to other candidates, including:
- Requesting excessive details: “Could you furnish us with some more details – how many people are expected, what is the nature of the event, where was it advertised, what time will it be going on etc.”
- Falsely claiming that reporting concerns to Gareth Frith, the designated election security officer, was incorrect, despite Frith’s role being confirmed in police Teams meetings and slides.
Additionally, Cheshire Constabulary failed to investigate the removal of an ECP Wikipedia page during the election, citing lack of resources, further suppressing ECP visibility. These actions created a chilling effect on smaller parties and independents.
Public Distrust After Mike Amesbury’s Assault Scandal
The by-election was triggered by Labour MP Mike Amesbury’s resignation after assaulting a constituent on a drunken night out, an incident that sparked widespread public outrage. News reports confirm Amesbury’s guilty plea and 10-week suspended sentence, while posts on X reflect public dismay, with many calling for accountability. This scandal, combined with allegations of fraud, has eroded trust in the electoral process, particularly in a by-election decided by a mere six-vote margin. The petition seeks to restore confidence through a transparent recount.
Demand for an Independent Recount of Every Ballot
The petition demands an independent recount of every individual ballot, not just bundle counts, to address potential fraud facilitated by 25- or 50-vote bundles. Key requests include:
- Conducting the recount in a neutral location outside Halton Borough Council or Cheshire Constabulary’s jurisdiction.
- Appointing an independent counting team by the Electoral Commission, with observers from impartial bodies (e.g., Electoral Reform Society).
- Publicly disclosing the exact ballot votes to show support or no support for any party or candidate, ensuring the electorate’s true choice is reflected by law, as required by the Representation of the People Act 1983 and ECHR Article 3, Protocol 1.
Moore emphasizes that while he disagrees with Reform UK’s politics, the electorate’s will—whether for Reform UK, Labour, Conservative, or others—must be transparently shown, potentially revealing that mainstream parties lack support or fail to meet the 5% deposit threshold (~1,637 votes).
Why This Matters for Smaller Parties and Independents
The petition highlights the systemic barriers faced by smaller parties and independents, who lack the £185,000 budgets of mainstream parties backed by corporate lobbyists. Moore’s £8,000 investment, funded by working-class supporters, underscores the financial burden on non-mainstream candidates. The petition argues that smaller parties and independents need legal backing to compete fairly, as mainstream parties manipulate elections to maintain their dominance, betraying voters’ interests.
